Why this exists
Migration cleanup is usually treated as a support chore or one-off script. But broken references are really continuity failures. The system still appears whole while meaning quietly rots underneath.

Wrong first instinct
Track broken links as tickets. That produces status work. The real unit here is the repairable continuity break itself.
